The main aims of the evaluation were to provide robust, independent evidence of effective strategies employed at different levels in three local authorities to:

  • target the Leading Teachers (LT) programme
  • engage head teachers
  • facilitate knowledge and practice transfer between schools
  • build capacity within schools to improve pupil outcomes.

The evaluation also sought evidence that professional learning activity based upon the LT programme would continue in future. As a result it sought to learn from LAs and schools who have improved the impact of the programme on pupils outcomes.
